SPECIFICATION FOR AIR CONDITIONING AND VENTILATION DUCT CLEANING WORKS (AIR HYGIENE)

Scope of Works

1.0
Clauses within this specification take the form of what 'Must' be done.
No deviation shall be permitted without specific agreement at the time of bidding, between the Client and tenderer.

1.01
The specification must be read in conjunction with, and may be modified by, other documents comprising the full project specification.

1.02
The contractor shall seek clarification from the client where specification clauses are retained but do not correspond to the requirements of the project.

1.03
Unless otherwise specified the work shall comprise all labour and materials necessary to complete the works, and such tests, adjustments, and making good defects as are presented in subsequent clauses.

1.04
Standard of Goods and Services, Workmanship - Where an appropriate British Standard Specification or British Standard Code of Practice issued by the British Standards Institution, or equivalent standard, is current at the date of the tender, this contract requires that all goods and materials used or supplied, and all the workmanship shall be at least of the standard required by the appropriate British Standard Specification or Code of Practice.

1.05
Cancellation Clause -The Client is empowered to cancel this contract and to recover from the Contractor the amount of any loss resulting from such cancellation, if the Contractor shall have offered or given or agreed to give to any person any gift or consideration of any kind as an inducement or reward for doing or forbearing to do or for having done or forborne to do any action in relation to the obtaining or execution of the contract or any other contract with the Client, or for showing or forbearing to show favour or disfavour to any person in relation to the contract or any other contract with the Client.

1.06
Equal opportunities statement - the contractor and any nominated sub-contractor hereby agrees with the Client not to practice any form of discrimination on the grounds of sex, colour, race, religion, ethnic or national origins.

1.07
All work and procedures must adhere to all relevant regulations, statutes and recognised codes of practice.

1.08
All work and procedures will take due care of internal contents and fabric of the building.


Standard of Cleaning


2.00
All cleaning is carried out to HVCA TR19 Guide to Good Practice cleanliness verification standards whereby no more than 0.075g dust / m² duct surface may be found using the Vacuum Test Method (see below).


Description Of Works

3.00
The works entail carrying out a thorough clean of the ductwork systems from, and including the air handling plant, to the points of supply at the individual grilles. Also to incorporate the cleaning of the plant and ductwork serving as extract, from the same areas. Where the ceilings are forming a supply or extract plenum these must also be cleaned, as well as any door or wall transfer grilles that form part of the same system.

3.01
As previously mentioned, the Contractor shall carry out the internal cleaning of all plant and
associated ductwork including any fire dampers, volume control dampers, flexible ductwork, louvres, grilles /diffusers or other in-line equipment.

3.02
If any components are found to require repair, replacement or show signs of corrosion then the Contractor shall provide a report identifying the component and the extent of damage / corrosion.

3.03
In the case of a ceiling void being used as a plenum; missing or damaged ceiling tiles are to be refitted or replaced as necessary. The contractor is to employ the services of a specialist sub-contractor for these works.

3.04
New filter media shall be provided by the Client and installed immediately the cleaning works are completed. These are to be a 'like for like' replacement.

3.05
Re-commissioning of the ventilation systems may be required. The Contractor must allow to employ the services of a specialist commissioning company to carry out these works (where required). The specialist sub-contractor should be a member of the Commissioning Specialists Association (CSA) and suitably insured to cover any possible damage caused through the work carried out.

3.06
The Client will provide a set of record drawings, detailing ductwork routes, approx. sizes and commissioning data (where applicable). These are to be ‘marked up’ to indicate positions of any new access that may be fitted by the contractor and handed to the Client with the completion report at the end of the project.

3.07
The contractor shall clean up after completion of each shift and leave the premises in an ‘as found’ condition. This includes the necessary bagging and labelling of waste materials to comply with COSHH and the Environmental Protection Act duty of care.


Provision for Access

4.00
Existing access panels are provided adjacent to some items of plant, but additional access will be required within the ductwork to ensure correct cleaning and subsequent inspection / servicing of the ductwork and associated components.

4.01
To comply with HVCA TR19 Section 3, the Contractor shall install new access panels as required by section 3 (tables 1 and 2.)

4.02.1
Access panels installed must incorporate quick release catches, sealing gaskets and thermal /acoustic and fire rated insulation properties equal to the ductwork to which the new panel is fitted and in accordance with HVCA DW144 1998.

4.02.2
The Contractor shall be responsible for fitting such access as he requires in order to completely clean the system and demonstrate its cleanliness.


Specific Consideration of System Components

Special consideration shall be given to the following specific items: -

5.00 Fresh air inlets:
Access panels may be required to allow cleaning. Where significant bird contamination or mould is encountered a preliminary disinfection will be required before personnel entry and cleaning.

5.01 Air handling units:
All internal surfaces shall be thoroughly cleaned. Builderwork plenums to be manually vacuumed to remove all debris.

5.02 Filters:
New filter media will be provided by others upon completion of the works, for fitting by the duct cleaning contractor

5.03 Heating / Cooling Coils:
Vacuum brushing, compressed air blast, washing, water jetting and the application of chemicals may be required singly or in combination to clean the coils.

5.04 Dampers:
All types of dampers must be cleaned but the testing of fire dampers does not form part of this work.

5.05Flexible ducts:
Cleaning methods must be appropriate to the type of flexible ducting installed. It may be necessary to remove and extend flexible ducts to release dirt from folds.

5.06 Diffusers / Grilles:
Where possible these should be removed for cleaning. Any loose or poorly fitted diffusers / grilles should be noted and details passed on to the Client's engineer for remedial action.


Cleaning Methods

6.00
Prior to commencing work the contractor shall provide a method statement to justify the cleaning method he proposes to achieve the required level of cleanliness.

6.01
The contractor shall carry out the works in a manner that prevents the recontamination of previously cleaned parts of the system during the remainder of the cleaning process.

6.02
The Contractor shall apply one or a number of the following cleaning methods to obtain satisfactory results.

Dry Cleaning Methods

6.03
The particulate should be collected using air movement and containment machine. This shall require appropriate filtration (EU7/8 Minimum) to ensure the containment of dislodged contaminants.

Wet Cleaning Methods

6.04
Ventilation systems shall be thoroughly dried upon completion.

6.05
Assessments must be undertaken before cleaning chemicals or biocides are used, to demonstrate that no ongoing hazard may exist.

6.06
Steam cleaning or high-pressure water-wash shall not be adopted for systems above ceilings due to risk of leakage.

6.07
Before applying a wet cleaning method ensure that condensed vapours and cleaning fluids can be completely removed from the ductwork systems.

Dust Contaminated Supply & Extract Systems

6.08
The Contractor shall use the most appropriate wet or dry method as listed in Section 6, Tables 6 and 7 of HVCA TR19

6.09
Specific consideration should be given to access requirements and subsequent disruption.


Hazardous Materials
7.00
If suspect materials are found within the ventilation system, whether they be foreign substances or part of the construction, all work shall be suspended immediately and the contractor shall inform the client.


Confined Space Working

8.00
Where entry into a duct or confined space is necessary to enable thorough cleaning, the contractor must provide certificates of current and appropriate training. These must be from a recognised dedicated training organisation and specific to the operatives on site.

8.01.1
A permit to work system will also be required to protect the staff whilst working. This will be co-ordinated by the Client's Safety officer, who should be consulted prior to any confined or restricted space entry

8.01.2
A safe method of working must be specifically detailed in the method statement and risk assessment.


Verification of Cleanliness

9.00
The primary method of assessment is visual and to support this, the Contractor shall identify the worst affected plant and ductwork sections to Client so that 'before and after' photographs may be obtained and photo locations identified. All photographs must contain date/time information using 'Data Back' type equipment.( minimum 24no. Photo's)

9.01
To further verify the cleanliness the Contractor shall allow to carry out vacuum tests (VT). The VT shall be carried out as described within Appendix D of the HVCA TR19.

9.02
A system shall be considered acceptably clean if, following a VT, a result of not more than 0.1g/m² is achieved.

9.03
The Client shall be given the opportunity to witness testing of ductwork surfaces and will require visual comparison with the areas tested and other cleaned areas.


Management

10.00
Contractor is to provide with tender details of project manager and field supervisor to manage works.


Completion Report

11.00

On completion a comprehensive report shall be provided. This should clearly state the following information: -

Certificate of cleanliness

Verification results (including copies of independent laboratory VT results)

Photographic support

COSHH data on any chemicals used for cleaning or any biocidal treatment.

Waste Disposal


12.00
The contractor is to allow for the inclusion of the appropriate waste disposal costs within the contract price.


Health and Safety

13.00
The Contractor should note that the works described within this specification may/be subject to the Construction, Design and Management Regulations 1994.

13.01
The Contractor shall carry out the following: -

i.
Undertake and record risk assessments for all tasks required to carry out the cleaning works, and including COSHH assessments for any substances used.

ii.
Check and monitor Health and Safety procedures of all staff.

iii.
Provide all necessary training to their staff, when required. Evidence of health and safety competencies of operative staff shall be provided.

iv.
Compile a CDM Health and Safety Plan as necessary and update throughout the contract period.

13.02
The Contractor shall allow within his tender to undertake all necessary Health and Safety training of their employees to ensure that all personnel attending site are fully familiar with safe working practices.


Hours of Work

14.00
The contractor will be expected to carry out the works during normal working hours, and must be able to carry out the works with minimal disruption to the occupants of the building.


Insurance

15.00

The Contractor must provide minimum insurance cover of £10 million contractors all-risks for any single occurrence.


Payment terms

16.00
Payment will be in accordance with normal industry standards whereby invoices will be paid 30 days from date of invoice. The Invoice date will be the last day of the calendar month, where works are spread across one or more month ends then incremental payments will be accepted upon receipt of a certified application.
