Let's start with the meaning of fire dampers in simple terms. A fire damper is a metal shutter fitted inside ductwork. Under normal conditions, it sits open. Air flows through it freely every day.
But when a fire breaks out, everything changes. Most fire dampers are held open by a fusible link. This is a small metal component that melts at around 72°C. When heat from a fire reaches the damper, the link melts. A spring-loaded curtain snaps shut, sealing the duct.
Why does this matter? Buildings are divided into fire compartments. These are sealed zones designed to contain a fire. Ductwork punches holes through these compartments. Fire dampers in ductwork close those holes the moment a fire strikes. Without them, flames and hot gases can race through your ventilation system and spread across the entire building.
Fire dampers are required wherever ductwork passes through a fire-rated barrier. That includes walls, floors, and ceilings that form part of a building's fire compartmentation.

So, what does the law say? Two key documents drive fire damper testing regulations in the UK.
The first is the Regulatory Reform (Fire Safety) Order 2005. This applies to virtually all non-domestic buildings in England and Wales. It makes the "responsible person" — usually the building owner, employer, or facilities manager — legally accountable for fire safety. Fire safety equipment must be kept in efficient working order and good repair. That includes every fire damper in your building. The London Fire Brigade enforces this law in the capital, and local fire and rescue services enforce it across the rest of the country.
The second is BS 9999:2017, the British Standard for fire safety in buildings. According to BESA guidance, BS 9999 requires all fire dampers to be tested by a competent person on installation and at least once a year thereafter. Dampers in dusty or polluted environments need more frequent checks.
What do the fire damper testing requirements involve? The core test is called a drop test. An engineer accesses the damper, releases the fusible link, and confirms the shutter closes fully. The damper is then cleaned, reset, and returned to service.
Good testing also means good records. BESA's technical guidance, including VH001 (Fire and Smoke Damper Maintenance), sets the industry benchmark. It calls for photographic evidence of each damper before, during, and after testing. Any defective damper must be repaired or replaced. Failed tests without remedial action are not compliance — they are evidence of a known risk.
